A defined investment mandate

12% project IRR target. 6% capital-cost benchmark. 30 operating years per asset cohort. 12.41% annual net project cash yield on original commissioned capital in the reference model.

US$25 billion represents 25% of the programme’s US$100 billion selected energy-infrastructure reference market. The reference market is distinct from the broader national energy-transition estimates documented in the source appendix.

Energy assets with a productive purpose

Generation, storage and flexibility, grid connections and efficiency form the first portfolio. Digital controls, robotics and workforce transition support safe operations and improved net productivity.

From investment to lasting value

The first US$5 billion phase has a US$10 billion mature enterprise-value objective. The 12% IRR reference supports US$8.54 billion at the opening of a 30-year operating term using a 6% discount rate. The book specifies the higher cash-flow requirements for the valuation objective, including the remaining concession life after capital recovery.

Years 21–30: capital reinvestment

During operating years 21–30, each original capital provider holds an option to reinvest 100% of that phase’s original principal for 30% of its economic rights. Exercise prices are US$5 billion for Phase I and US$10 billion for each of Phases II and III. After exercise, total-phase economic rights are 30% capital, 68.6% community and 1.4% steward.

For the US$5 billion reference phase, exercise at the beginning of year 21 allocates annual net project cash of US$620.718 million as US$186.215 million to capital, US$425.813 million to the community and US$8.690 million to the steward. The US$5 billion subscription is separately recorded as new capital for approved renewal and expansion.

At year 21, the capital provider’s ten remaining base distributions have a 6% present value of US$1.371 billion. The subscription price is US$5 billion; the investment case includes separately modelled value from deploying the new capital. The original operating model excludes those additional returns.

The regional sequence

Malaysia establishes the operating model. Indonesia follows with its own national investment programme. Thailand follows Indonesia. Each country has separate capital, contracts, permissions and community governance. The US$25 billion financial model covers Malaysia only.
